The relevant local Electoral District Associations from the involved parties would have to have a say. They know their constituents. They know whether strategic voting would be perceived in their home town as a lack of choice or as a good idea. Some would know it would be a bad idea in their riding, and they should have the ability to opt out. Second, strategic voting doesn’t have to work, or be implemented, everywhere–just in enough ridings to unseat the Conservatives in favour of a government that looks more like Canada.

I don’t really see how 30 people (say, 10 from each NDs, Greens and Liberals that come to the “joint nomination meeting”) is democratic. I personally won’t vote Liberal, for many reasons. In our riding, “strategic voting” was urging to vote Liberal, but they had one of their worst showings instead.
